Health and Safety Policy for Pressure Cleaning Services
Purpose and scope: This Health and Safety Policy sets out the safety expectations and operational standards for pressure cleaning, pressure washing and related exterior cleaning activities carried out by a gardening and grounds care service. It applies to high-pressure cleaning of patios, decking, driveways, fences and other landscape features where jet washing or power washing equipment is used. The policy promotes a consistent approach to risk reduction, incident prevention and safe working practices in customer gardens and communal outdoor areas.
All operatives must follow a documented safe system of work tailored to the specific task, whether using a light-duty pressure washer for gentle exterior pressure cleaning or a high-capacity power washer for stubborn deposits. Responsibilities include carrying out pre-start checks on machinery, identifying potential hazards on site, and ensuring the safe storage and handling of cleaning solutions. Supervisors are required to verify that all staff are competent for the tasks assigned and that any subcontracted pressure washing work meets these standards.
Risk assessment and planning: A dynamic risk assessment must be completed before every job. This covers trip and slip hazards, proximity to electrical sources, fragile surfaces, nearby plants and wildlife, and the presence of children or pets. The assessment should consider environmental exposure, runoff management and the potential impact on soil and planting. Controls implemented might include isolating electrical sources, using pedestrian exclusion zones, applying lower-pressure techniques near delicate surfaces, and choosing biodegradable cleaning agents where appropriate.
Training, competence and supervision
Training: All staff must receive training in safe use of pressure washers, correct nozzle selection, pressure settings for different materials, and the safe use of detergents. Training covers emergency shutdown procedures and manual handling when relocating equipment. Competence includes understanding how to operate both petrol and electrically driven pressure washers safely and recognizing when specialist techniques are required to avoid damage to garden structures.
Personal protective equipment (PPE): Operatives must wear appropriate PPE for pressure cleaning tasks. Typical PPE includes waterproof gloves, eye protection, hearing protection, non-slip footwear and where necessary, face shields and protective clothing. The following minimum PPE list should be observed:
- Eye protection to guard against debris and spray.
- Waterproof gloves to protect hands from chemicals and high-pressure spray.
- Hearing protection for prolonged use of petrol-driven units.
- Slip-resistant boots and high-visibility clothing where appropriate.
Equipment safety, maintenance and environmental controls
Equipment checks: Before use, pressure washers and accessories must be inspected for leaks, worn hoses, loose connections and proper nozzle condition. Regular maintenance records must be kept and defects reported immediately. Portable electric units must be PAT-tested and used with adequate RCD protection. Fuel and battery charging areas should be well ventilated and located away from customer properties and combustible materials.
Environmental protection measures for exterior pressure cleaning include using containment mats or drain covers to minimize contaminated runoff entering storm drains, and selecting cleaning agents that are non-toxic to plants and aquatic life. When performing jet washing near planted beds, operatives should shield vegetation and adjust pressure to avoid erosion of soil and mulch. Careful water management reduces waste and prevents surface flooding on neighboring properties.
Safe working at height and around structures: When cleaning walls, conservatory roofs, timber fences or elevated garden features, use appropriate access equipment such as stable platforms or low-level towers rather than leaning ladders where possible. Secure footing and ground conditions should be assessed, and a second trained operative should provide assistance or spotting when working on slopes or uneven terrain. Avoid directing high-pressure jets at electrical fittings, soft masonry or glazing.
Chemical safety and waste handling: Only use cleaning agents that are approved for the specific surface and are compatible with environmental protection measures. Store chemicals in labelled, secure containers and follow manufacturer instructions for dilution and disposal. Any residual cleaning solutions and debris must be collected and removed from site in line with environmental best practice to avoid contaminating soil and drainage systems.
Incident reporting and emergency procedures: All incidents, near misses or damage must be reported immediately to supervisors and recorded. Operatives should be trained in first aid, emergency shutdown of equipment and basic spill response. Emergency plans must include procedures for accidental release of chemicals, contact with live electrical components and injuries from high-pressure spray, with clear escalation routes to ensure timely medical attention where required.
Continuous improvement: Regular audits, toolbox talks and job debriefs will be used to review pressure cleaning operations and identify opportunities to further reduce risk. Feedback from supervisors and operatives is encouraged to refine safe systems of work and ensure that power washing and pressure cleaning tasks are executed with the highest standards of safety and professionalism.
Policy review: This policy will be reviewed periodically and updated to reflect changes in equipment, methods or industry best practice. Adherence to these procedures helps protect staff, clients and the environment while delivering high-quality garden and exterior cleaning services.
Commitment: The company commits to providing the necessary resources, training and oversight so that each pressure washer operative can work safely and confidently. Everyone involved in exterior cleaning activities is expected to actively follow and promote the principles set out in this policy.
Signed and implemented by management as the official health and safety policy for pressure cleaning and related garden maintenance operations.
